PicViewer OCX 1.0

This is not a really new submission. It's a simplified version of PicScroll v3.0. I've added -some people asked about this, and this is the reason for this version- Best Fit mode. Nevertheless, zoom factors still are magnification factors. See iDst_Paint sub to see how current visible area is painted. You'll understand why fractional zoom factors (1:2, 1:3...)
